http://www.xenforo.com has been timing out for several hours now. Tracing route to any IP on that Class C subnet also times out. Is Softlayer having issues?

The site resolves just fine here. Maybe your ISP has routing issues?
On what part of the trace does it 'stop' / 'time out'?

Was down for over 12 hours http://xenforo.com/community/threads...p-again.41757/ Turns out a well known 3rd party mod developer had released a mod and had purchased the wrong license at Codecanyon and the developer of it hit Softlayer with a DMCA.

Softlayer really dropped the ball on this one taking 12 hours to get the IP un-nulled and to then find out the 3rd party add-on was not even downloadable on xF but instead a paid mod that was simply advertised on xF. Kinda ironic how many pirated xF and vB boards there are out there, yet xF's official site gets shut down with a snap of a finger from a uninvestigated DMCA notice.

Softlayer gives 72 hours to respond to a DMCA and even longer once you respond back. It sounds more like no one dealt with it and eventually they null routed the IP. It is not the hosts responsibility to investigate a DMCA. If it's invalid the person files a counter claim. The hosting provider is not the judge and jury. If they try to be they'll find themselves named in the lawsuit if one was to come. At that point they've lost their protection if they choose to do that.

TonyB is technically right. As long as SoftLayer actually gave XenForo a reasonable time frame to resolve the issue, the nullroute is somewhat understandable. But if the nullroute came within a very short period of time (i.e. just a few hours, or even worse - instantly - after the report), then that's pretty bad on SoftLayer's part.
