We are seeing an issue in nashville on legacy comcast metro-e that uses level3 only.

Surprisingly Layeredtech people said the server is having hardware failure and need to re-load the OS with new IP ?

hardware failure i understand OS reload can be done , But why IP change ? That suggest to me that something is wrong with the Network.

We use Level3 on both coasts and haven't seen any issues nor are any reported by clients.

My issue was caused by a level3 fiber cut in nashville.
