Does it need to be that specific CPU? You might have better luck looking for a E3-1270v3 or similar to that. https://www.cpubenchmark.net/high_end_cpus.html

yes it needs to be be 1246 , because of the graphics.. and cheapest option for graphics i believe. 32 ram.. everything else doesn't matter too much

So you need the Intel® HD Graphics P4600? If so the following CPU's of the E3v3 family have that same graphics. I would recommend against "the cheapest" option. The cheapest option is more than probably not going to be the best option. Hosting is like any other industry out there. You will have a lot of options for shared Hosting, VPS hosting, and dedicated servers. The quality of those services will change depending on who is providing them and how much you are willing to pay. Keep this in mind and you will save yourself a lot of frustration and headaches.

What location does the server need to be in? If you don't find a provider to quote this (by reaching out to them) then I'd recommend using someone like QuoteColo which will throw your quote request to many providers, and you'll be able to learn what people have to offer and also see who has the best pricing for your requirments. Agreed - while everyone understands budgetary restraints, sometimes the cheapest is not really the best solution over time. Crafted-Servers listed some good alternative CPUs for you.

Have you looked at i7 offerings? That could give the performance of the E3-1276v3 for the price of the 1246. Maybe even lower...

You can also consider the E3-1275v5 processor. A E3-1275v5 processor would also work for you because it has the Intel HD Graphics P530 I know that ServerHub offers E3-1275v5 servers, and I'm sure other hosting providers do too.
