I am looking for windows 7 dedicated servers or windows 10 or windows 8.
I am going with these OSes because my application does not run on any version of Windows Servers.
CPU: intel i7
RAM: 16 GB
HDD: 2x2TB or 2x4TB (no RAID)
OS: Windows 7,8,10
BW: 10TB
Location: US
Budget: 100-150 USD

I dont know what Sudan People's Liberation Army has to do with Microsoft OS but I remembered I saw it, Not from big vendors but some small companies that I dont remember their name were offering such services

Then there is a very big question of the legality. MicroSoft agreement do not allow us to use PC licenses to servers. Windows Server 2kxx versions only.

You know big companies such as Softlayer are very compliance, they dont risk their billion dollars business over a $100 and something server, However there are some small companies that may offer such services.

So the solution is to support illegal service providers? Feeling safe and comfortable? I hope you will not host any important data with these providers.

The question however is, how is "server" defined? Technically it is just another PC.
The other question is, what are you supposed to do if a particular piece of software does not run on the server editions.

The proper server versions are based on, or similar to the desktop versions. There is a "desktop experience" feature that can be activated in the server feature list.
2008R2 = Win 7, 2012 = win 8, new 2016 = win 10.

Most of the time activating desktop experience will do the trick but not always
They lack some components and it cause some errors, thats why I am going with client version of windows

I doubt you can find many providers out there willing to do Windows 8, but I'm sure there are plenty that have Windows 7/10 licenses that they can install on their boxes and rent to you. Just ask those providers in the offers forum that have i7 servers available.

MS does not make it very easy for service providers to provide desktop OS's. They also change how this works almost daily. In short, you buy your own Windows 10 Enterprise License with SA, allow them to install on a dedicated machine (IT CANNOT BE SHARED AT ALL, THIS ALSO MEANS STORAGE). Microsoft has some interesting stuff coming out witth Server 2016 that has some VDI bits, the licensing part will take a bit for service providers to catch on but there are options. No cheap though
Your budget is not very realistic. Licensing alone *can* cost much.

that's not allowed form MS and even if you buy your own licence is not allowed to offer service with that system you need a server OS

If the SP is just providing the hardware and the customer is bringing their own license, MS does not have an issue with this.

You do realize that Microsoft does perform audits? I personally would not want to be on the receiving end of a Microsoft lawsuit, but that'a just me.

Your best bet should be finding a provider who offers IP KVM/IPMI then you can buy the Windows license and install the desktop OS yourself.

but again you can do it if it's for your own use and the system is not used to give services to others in any way , it's a limit of the desktop licence, if you do it you break the licence MS will not get you but anyway you would not be compliant.

Update:
I just find out Windows Server 2003 can run my software too. But this OS is very old and receive no update from Microsoft, any luck to find any where to install this OS?

Anyways, it sounds like your application is badly coded, maybe get it updated to support modern server operating systems? No "real" business selling dedicated servers with Windows will give you a server with Windows 10 on it.

Windows 7 will receive update until year 2020, this application made for Desktop computers, its much cheaper to get a server with windows 7,8 or 10 rather than recoding entire software to be able to run on servers environment

It might be difficult to find such an offer (not impossible though I guess), so have you thought about an offer where you can mount your own ISO and install it yourself? A VPS might be even easier.

What about driver/hardwer/Windows 7/8/10 problem? Tried something similar myself. Major issue with some drivers....server hardware is not always compatible with windows 7/8/10 OS.

it normally is not an issue, sometimes we may leave some with "?", but it doesnt affect the operation and stability of the server, with win 7/8/10.
