Cheap and Windows VPS Hosting typically are not good when used in the same phrase but here's my 10 cents.
I dislike offering recommendations on products I haven't been able to test for my self but I came across an offer from 1&1 the other day and it seems to "almost" fit your needs. I'm not able to post links yet so you can just go to 1&1's website and see the offer under their VPS section. 4.99 for 6 months and then 12.99 after that.
What specifically are you wanting to do with this VPS?

Might have better luck at LowEndBox/LowEndTalk.

Yes, your budget is mission impossible. You need to consider the license for the windows too.

Since you should have at a minimum 2Ghz processor speed, 2GBs of RAM, and 40GBs of storage on a modern system you will need to increase your budget for a Windows VPS. For anything worth using with decent speed and quality support (certified windows system engineers) you should be paying at a around, $60/month for it.

Increase your budget to $10-$15/m then you will maybe find something.

Hello,
Your budget seems to be very less for a windows VPS. You need to increase your budget in-order to get a better server with a good performance. You may try getting a linux server for this price.

Windows 2003 lost all Microsoft support in July 2015. There are no more publicly released security updates for Windows 2003. Some of the Microsoft updates that were released after July 2015 fix critical vulnerabilities that also apply to Windows 2003, except that Windows 2003 will never get the fixes.
Who would want an Internet-facing Windows 2003 server with known vulnerabilities and ready-made exploits for them? Not me.

The BuyVM page states Win Svr 2008/2012 so I assume the above comment is either a typo or simply based on an older experience

I have no experience with them and just searched between well known budget providers. there is only Win 2003 in their configuration page.
@vps_newbie
recommendation is based on his/her budget limit ($5/mo) only.

If you get your own Windows Server license you could use Vultr's smallest package, but you're probably gonna suffer with only 768MB of ram.

$5 won't even cover a fraction of the SPLA license cost of Windows, let alone any hardware.

True, but you can get a windows license for 3 years from BizSpark or if you're a student Although then you don't really need a $5 VPS to begin with since they also give you monthly credit for Azure. Heh..

Where did you get that info from? Here's what the minimum requirements are according to MS: https://technet.microsoft.com/en-us/.../dn303418.aspx
So I guess a 512MB/1 cpu core/ 30gb hdd vps should be enough. You should however take into account this won't be the fastest server in the world.

This is impossible, you should double the monthly fee for at least a demo 180 days Win 2012 VPS.
