Reseller account recommendations (Europe)

Hello,
My client base is fairly small and they are all currently hosted on a single VPS server at OVH (Montreal DC), however I have a few European clients looking to be hosted closer to home (most likely for latency reasons) so instead of deploying another server for less than 10 websites, many of which are static HTML with one WordPress install and one vBulletin forum, I decided that I'll start off with just a reseller account and upgrade to a VPS from there if I were to get more European clientele.
Requirements:
25GB Disk Space (SSD or SAS drives in RAID10 preferred!)250GB BandwidthDedicated IP AddressSoftaculous or FantasticoRVSiteBuilder, Breezi or other site builderCloudLinuxWhite-Label Hostname/IP'sAbility to set custom nameservers
Any of the following locations would be ideal, but I'm open to others.
Amsterdam, NLBucharest, ROStockholm, SEMoscow, RURoubaix, FRLondon, UK
I don't need a billing system or any of the other fancy goodies that normally come with a reseller account, would like to be paying around $10.99/m for this but can increase all the way to $25/m if need be.

You might struggle to get something in your budget with a provider who uses SSD or SAS drives in RAID 10, though, a provider with HDDs in RAID 10 could perform to a similar standard if they're not overcrowded. The majority of other features are pretty standard with the majority of hosting providers now.
zFast are a company I've had good experiences with in the past, might be worth checking them out. Offers section is a wise place to look, just do research on any company before purchasing (look for reviews etc).

BeZazz is a solid provider that offers service in the UK, I think they'd fit your price range with the promos they run here. You'd need to contact sales regarding the drives.

Unless the server is severely overloaded, you wouldn't see an improvement in using pure SSD servers since most hosting providers nowadays would still cap your IO/s with CloudLinux.

You can reduce disk space and bandwidth to keep cost down.
A smaller reseller account should be sufficient to host 10 websites.

IceBlueHost have servers based in germany they do resellers and VPS I would say they are expensive. But one of the best you could fine. They don't offer SSD in resellers but they do on there VPS and they do dedicated servers as well.

If you are looking for SSD drives then you will have to increase your budget as SSD drives are costly as compared to normal HDD drives.

I would say valuevps BUT they only do hosting and vps's, I am not sure if they would do resellers but you could email them, their VPS's are pretty solid, we use it for mail services.

I would agree with above, unless you have significant usage of I/O SSD will not help and you are wasting your money.
East Coast also has a good decent latency to Europe. You may check that because you can also get a decent cost reduction as well.
