What software are you running on the site? If it's a badly coded custom made app or badly coded theme/plugin it can take forever to load even without heavy load on the server.

You may need to monitor the server resources to find what is causing the load issue. If you have shell access, you can try monitoring using 'htop' or 'top', which will show what is using up the server's resources. You can also check your website with https://gtmetrix.com/ , which can help show you what part of the website is causing to load slow.

Were you able to check your website with https://gtmetrix.com/ ? Once you have analyzed the website, it will score your website's speed and give recommendations as to what actions to take to speed up the website. It even shows the response time from the server, so you are able to further troubleshoot the issue.
If you are still not able to find the issue from there, you may need to provide more information regarding your website in order to be able to provide further assistance. For example, when did you start to have these speed issues? Have you made any recent changes? Is there anything that you suspect may be causing the issue?

If you are using VPS then maybe abusive user is using lot of resource which slowdown your server node(main server) and affect your VPS.
Other reason is lack of RAM or maybe all RAM is already used and using Swap RAM?

Hi,
I have a doubt if the main node load is affecting your VPS. Sometimes it could be some files in the site that is slowing up the site. The site https://gtmetrix.com/ will give a proper idea what files/contents that is slowing up the site. If it is static files, better install nginx in the server which caches static files. Also install caching modules in the server which further speed up the site.

Hi,
What is your current setup and what web server you are on, is it Apache ? Can you please provide a bit more details on what underlying main compilers, which web server is serving the requests.
May be something in the configuration that could boost the performance...

You might need some optimization based on the site usage. Since you found no load on the server and site is still low, there can be some elements you can tweak in the server to speed the site-load. Contact your webmaster/server management team for this.

First, check the IOWAIT, maybe you have issues with your disk. The disk iowait it's is a major problem on servers without sad, and often it's caused because of to many IOPS. Check the %wa on the "top" screen. If you see it more than 10-20%, troubleshoot further with iostat and iotop.
If it's not related to disk, it must be the web server or faulty website.
I recommend you to hire a sysadmin to take a look if your host does't provide management.
