| Have you considered the offers section?
As far as nice support goes, you could e-mail hosts and get a good idea just from that if they can meet your needs.

| Nothing is unlimited.
There will always be some type of restrictions.
With that being said, if you have a general understanding that nothing is unlimited and there will always be content restrictions, im sure you will have no problems finding a suitable web host.

| I would look through the offers section and then contact hosts direct to find out how they respond to tickets and if they allow what you are wanting to host.

| To have no resource restrictions, it is better to buy a VPS server. I guess bit is possible to buy a VPS server for $20 per month. Speaking about VPS and shared, sometimes the price is the key factor to upgrade from the shared account to a VPS server.
I agree that the price is really a benefit, but sometimes the price means nothing if the quality of the shared server on which your account is located leaves much to be desired. When one user overloads the server, this badly influences the other customers located on the same server. You may have a simple blog and there can be a number of users running live chats and heavy scripts on the same server and thus, your blog will become heavy and slow as well.
The only solution from this situation is either moving to a more stable shred server( when the server is new) or buying your own private server ( VPS). Having your own VPS server, you will not have to share the server resources with the other users and you will pay just for what you are using.This is one of the main benefits of the VPS server over shared hosting.

| His budget is about 15$ so setting up a 20$ vps is not the only solution, what about cpanel license? And Management is another concern. Other licenses are also needed to be purchased like softaculous etc....
So not a good suggestion i think.

| Of course, if the customer wants Cpanel control panel, he should pay $10 more for the license. Softaculous is a necessary feature, but not a must I should say. You can install all the applications manually if you wish and will save money.
Moreover, you can use a Cpanel test license for 30 days and then for example use ISP Lite panel which is usually provided by the hosting providers for free.

| Yes the WHT has good providers and they provide hosting without restrictions on emails, data bases, auto responders, mailing list and so on.

I've seen less than stellar feedback on JaguarPC lately...take that as you will. The Search function may help corroborate my observation better...
The main issue here is that there are few resellers, even the cheaper/younger ones, who allow unlimited accounts. And any who do that are good hosts charge more. Or so they should... So it's six of one, half-a-dozen of the other. Go cheaper but with limits, and scale as necessary, or go more expensive from the start without those limits. Irregardless of that choice, though, you'll still have to scale on storage, bandwidth, memory and cpu: items that I don't think anyone would debate as being optional for unlimited advertising... So the ultimate question is: How many end-user accounts do you currently have? And what is your growth rate?
Overall, I think you're going to have to increase your budget 1.5 to 2 times. Granted, you can always play around in the offers forum, but the pricing there very often invites unknown outcomes. I've only watched it happen for 11 years in a row now...
