Then look for a host that offers end-user support and free templates (sounds like what you're looking for). There are tons of them in the offers section.

Out of curiosity. what sort of budget do you have for this? Any other requirements besides a free whmcs and end-user support? This sort of information will help us to point you in the right direction

What you exactly want to say, they do not provide help to "how to install WHMCS" ? or something else?

EZPZ and turnkey are two that come to mind straight away that provide end user support.
Have a look in the reseller offers section as there are plenty that offer end-user support + WHMCS.

That is normal if they do not provide end support. You are on your own.
If they will be the one to do it for you, then they will charge more.

where is the resellers offers section link?

The resellers offers section is here. I'd caution you though, what incentive does any client have to go through you rather than your parent company? They can get support directly from them, and pay their costs.
