Hello,
A year or so back when starting my first business as a reseller (I'm guessing you're talking about reselling, correct?), I used hostgator. It's decently cheap and within your range, 24.95 a month to start. They were very reliable and had fantastic live support. I haven't tried another reseller besides them, so I can't compare, but I also can't complain. Hope this helps.

They don't offer master/alpha reseller hosting, just "old fashioned" reseller hosting.

I would highly recommend that you avoid alpha master reseller hosts - they are way too hard to maintain and often lead to stability issues. Either look for a regular reseller plan or master reseller plan

Hello,
With that budget you should be able to find a solid host that will offer the plan/s you desire. Going with the higher lever plans, ie master or alpha, will allow you to earn more money by offering products to your clients that the major hosts do not offer.

Offers section is your friend Just look for the topic subjects with Master Reseller in it. Or if you're looking for alpha level, I think rack0 i believe it was offers it.
Although from first outlook in the offers seciton, I don't see many offering alpha.
Just a thought

i'm mainly looking for a Server from Germany.
Good Speeds - Good Space - unlimited Cpanels - Unlimited Resellers - you get the drift, must be offshore, with rare down times. (unlimited/Un-metered whatever you wanna call it )

If you are planning to go for any unlimited, make sure you read their ToS to know the limits on resource usage.

Things are pretty simple. If you want to use unlimited, you must pay unlimited. If you pay $39, you can reasonably expect to share a server with 20+ other customers. Now, if each Alpha reseller manages to have say 10 Master resellers (though in theory they could have unlimited amounts as per the package specifications), and each Master reseller then has 10 Resellers, and those resellers have 10 end-users, let's see what the math tells us.
20*10*10*10=20,000 end user accounts. And for that, the Alpha hosting reseller provider would get paid $800 a month.
Mind you, just to complicate things further, these would all be unlimited accounts.
If there is an ultimate argument that you must only expect service in relation to the price you're paying, it's this: can you imagine a huge company like Godaddy moving all its customers to one of these Alpha reseller accounts, and reduce their prices from millions a year to hundreds? Do you think that this sort of thing would somehow magically work?
If you want to have a successful hosting company, you must build it on a sound foundation. You can't do that unless you estimate what your near term and long term real prices will be. Feel free to start with an unlimited Alpha reseller plan, but do your long term numbers crunching right, from the very start.

I see no issue as long as its unlimited accounts and reseller accounts. Not Unlimited Space & Transfer. Don't overload your servers as well and you'll be alright. Most people do not even use anything at all but maybe less than 1gb of space.

Maybe Unlimited Downtime can come with that

You should try K-disk.net, semoweb.com or rlshosting.com as they have a good reputation in alpha and master industry.
You should also choose them because unlike others they have LIMITED resources otherwise you will be caught into the problems.

In all honesty, if you are just starting out and have no real experience or basic understanding of how an Alpha/Master reseller plan works, then I recommend you go with a regular reseller account and focus on providing web hosting services to shared customers only. Once you have gotten a good feel for how the shared industry works, then you can expand into offering your own reseller services. Either way, best of luck!

I've said the exact same thing at WHT many times before. Very good advice. The newbies should take the advice. You can thank us later.
