Load of 0.5 causing increased response time?

I'm a web developer and host about 50 of my client's websites on a Rackspace Cloud Server running WHM/cPanel. Nearly all of the sites are built on the SilverStripe PHP Framework & CMS. When analysing my sites with Google PageSpeed, the fastest server response time I'm getting is about 1 second. I'm trying to reduce this, and decided to upload one of my sites onto a new Rackspace Server also running WHM. I was basically looking to see if WHM/cPanel was the cause of the 1 second response time. This new server was built from scratch on Rackspace's "Next Gen" cloud (whereas my main server is on the "First Gen" cloud), latest WHM installed, ran EasyApache with the same settings as my main server, and cloned over one of my sites. On the new server Google PageSpeed is giving me a response time of less than 0.5 seconds. Less than half what it is on my main server. I'm trying to work out why, and was hoping someone could advise which of these is most likely? Is it due to: Rackspace's Next Gen Servers being faster?The average load of 0.5 on my main server is causing slower response times?Something else? Both servers are the 2GB flavor with 80GB disk space. The fact that the Next Gen server has a higher speed per core is probably the performance factor, but you've also got to remember that you're only hosting one site on the next gen whilst the first gen is running 50 as you stated, those 50 sites will have a few visitors at once which will be causing more load on your server. I personally also prefer to avoid AMD Processors for server use, but that's just personal preference. The likely cause is hardware and current server usage.

Thanks for your reply. So it's a bit of both then? So does response time gradually become effected as the load increases, even at 0.1 to 0.5 for example? I thought perhaps that response time wouldn't be effected unless the load was over 1 (or perhaps 4 for a quad-core), but is this incorrect?

I'd say it's a bit of both, obviously the higher the load the slower it's going to get, but you're definitely going to notice increased response time on slightly older hardware especially when it's in use in comparison to hardware that's not in use. Again I personally avoid AMD when it comes to servers, but that's just personal preference, Intels seems to out perform AMD. 1 second isn't a bad response time for a website on hardware shared with others, sure, it could be slightly better, but I wouldn't consider it too much of a worry when on shared environment (server resources are shared with your other clients).
