fsockopen suddenly/sometimes disabled ?

Hi,
i run whmcs on my dedicated server with cloudlinux/cpanel/csf,
sometimes,i can not use the whois feature,
i ask whmcs and they give me a test script to test it,
when i run it,it will shows with "fsockopen disabled" error,
and i try to edit my php.ini and enable it.
(i had disable fsockopen over years,but it worked well)
but the result is the same,sometime it work well,
but suddenly/sometimes it will show the fsockopen is disabled,
is it possible any reason to make it ?

Take a closer look with a phpinfo page. Might be some issue with cagefs or phpselector if you are using them.

i enable CageFS on my server but i set "Current PHP version: native (5.3)" at cpanel.
