Error 403

I have a site on my Linux reseller account using cPanel that is not accessible. It was working fine for a long time. The index.htm file is present. Permission on the public_html folder is 750. Permission on index.htm is 644. Those some permissions are working fine on other sites in the reseller account.
If I change the permission on public_html to 755, it works. However, the research I've done says that changing to 755 instead of 750 is a work-around for an ownership issue. (As a reseller I don't have root access, and I wouldn't know what to do with it if I had it.)
A year ago, the site was set up to redirect to a different site because of a change in the ownership of the business. I just happened to check it today to get the 403 error. All other sites are working fine.
Hopefully the change from 750 to 755 is a clue. Any suggestions?

I would try setting the folder and the files to 755 and see if it works - if it does then you can use trial and error to see what permissions you can reduce. It does depend on how the server is configured as to what permissions will or won't work.

All I have to change is the folder. The files work fine without a change. I'm told that setting public_html to 755 instead of 750 is a security risk. Plus, the other accounts on that server are set to 750, and they work fine.
Of course now I can't find the thread on another board where they warned against setting folders to 750, so you'll have to trust me.

Agreed NEVER touch your public_html permissions the default is 750 if theres a problem its a file permissions or a corrupted install/file if no files are on this "client" then remake problem solved

I have a ticket in, but they're not very excited about responding in a timely fashion. Plus, if it is something I caused or something I can fix, I'd like to learn how to do it. Some hosting companies don't have a lot of patience for know nothings, like me.

Neu are there any files on that accounnt? if not recreate.
2nd option your public_html is 750 your files inside are 644?
PS. 644 varies.

Yes, there are files on the account. public_html is 750. index.htm is 644. There is a Mailman mailing list, too. That's a big concern.

ok lets work on your html make a html file and upload it and see if it can be viewed so put anything in it and load it make sure the name isnt the same as the one with the problem.

I did that and got the same error. Remember that if I change the permission on the public_html folder from 750 to 755, it works.

I'm moving the site to another host that responds to trouble tickets. Linux is great, but we don't have these problems on our Windows Server, knock on wood.

Basically it was an error on their end. If there response time was really that bad, you may wish to consider taking your business to a provider with more reliable support.

Well, I would except that picking a new host is always a pain and a challenge. New companies are wonderful when they need me, but after they've had some success and acquired at least a small stable of customers, I'm a nuisance because I don't have the expertise that most of you here do.
While I have three reseller accounts, they're mostly vanity accounts. I have a few paying customers, but I haven't billed them in two or three years. Accordingly, I don't collect enough to pay for the hosting.
ETA: I used to make a small profit by offering hosting to some fellow lawyers, but because of the problems my various providers to date have had and the lack of customer service and support that the companies have provided, most of them have gone to larger companies, like HostGator. I could not in good faith provide them with hosting when I had no control over the servers. Plus, many web hosting companies lie like rugs. "We're doing great! Growing like weeds!" The next day, their bandwidth supplier cuts them off for non-payment.

To do with wrong User(uid)/Group(gid). All sorted now though.
