How to decode base64_decode

| Hi,
How can i know the purpose of this script? Possible for someone to explain how to decrypt this? I tried with some decoders, but i haven't been able to decrypt it.
eval(gzinflate(str_rot13(base64_decode('SOMEBADCONTENT')))); user user 600 /tmp/phpXXXX
