Windows Server 2012 how bind IP address to .exe

Hi sorry I have no experiences with windows server, if I have 2 x public IP address to server, can I in windows set that this .exe will use this IP etc, RDC will be available on this IP etc? Can IIS work on both IPs or be started 2 times for each IP? thanks

What exe do you mean? In IIS, when you set up a website, you can bind that website to a specific IP in the "Bindings" settings dialog. So you can bind to all IP's using *, or a specific IP address.

I mean any .exe generally. Something like this http://old.r1ch.net/stuff/forcebindip/ just if windows server can do it by self.
