Conditions are changed frequently in hosting industry, some popular companies are losing its popularity, and some new players become popular.
So I do not know current situation in the industry and I dont have so much time to do long time research
Please help me and advice to select appropriate hosting provider for my new host with my specific requirements:

Your budget may be too low, Most budget plans do not include SSH Access and some do not even have private nameservers. You may be able to find one in the offers section, but I will assume that you will most likely get a master reseller or kiddie host

I think price is reasonable if you take attention that I don't need any billing software, so it saves more than $5.
Nowadays, almost all reseller hosting providers offer free private Name Server

Well, if you leave out the billing software, Maybe. But most budget hosts dont give SSH Access.

I would also advise you to look into the "Hosting Offers" section of these forums. That would be your best course of action. However I would contact their support to see if they will do SSH Access.

You may struggle somewhat with getting SSH access on such a low budget package, Also - does location matter to you?

Perhaps you can contact the companies that you've taken interest into to see if they'll allow SSH access. I believe some providers are flexible enough to at least provided jailed SSH access. Your budget and requirements seem reasonable in my opinion.

Seems like a stretch to me. Even with the lack of needing billing software, allowing overselling could allow a serious load on the server.
He could still, theoretically, drop in a few hundred domains or subdomains. Crawler traffic and possible DNS issues... Additionally, the SSH access is hard to come by on shared/reseller providers.
I'd try raising your budget to $15-$20 and you'd find a larger quantity of *quality* hosts to choose from.

Better to check with the host for a custom plan. Since there is no need for billing system and all. Also you can confirm the shell access. In normal case I feel the price is a bit low but a custom plan may be a solution.
