| Thats too hard. But as suggested above, you will be able to find oversellers providing much more than that, may be for half of that budget. But if you are looking for reliable host, it will be hard. May be you can look at unmanaged VPS too for that budget.

| Finding 100 GB for $30 is not so bad, however I'm not sure who's offering that right now with the WHMReseller feature.
