Any method to block spam on VPN server?

I am running a small VPN company and searching for a method to block user spam on our VPN server. Actually I have blocked outbound destination 25, 465, 587 ports on my servers, but I still continuesly receive spam alerts from my ISP, which is really annoying. If anyone has solution or suggestions? Thanks.
