CSF is a firewall . It cannot limit the users resource in mysql .
You need to configure your mysql in my.cnf with limiting the users connectivity etc

Get CloudLinux if you need good resource control.

PT_USERPROC
PT_USERMEM
PT_USERTIME
PT_USERKILL
The above are the only ways to "control" resources in CSF and they are not specific to MySQL. These will only work if you're using a handler like suPHP that runs processes as the user. Of course, PT_USERKILL is not recommended but can be helpful in particular environments (I used it with my free web hosting company without negative effects to the server).
For MySQL limits, you can check out Watch MySQL @ http://www.ndchost.com/cpanel-whm/plugins/

It would be better you can install Cloudlinux with cpanel server then you can define limit of user resources.
