It's easy - just find a reseller hosting provider that interests you and sign up . After your account is setup, scrap together a website and your good to go

You would most likley also need a billing system, and an account like paypal. Buy a small package to start with if it dosn't go to well to start with your not spending loads on a big reseller.

dpixelstudios: Work out what your needs are: Will you be concentrating on Windows, Linux, both? That's a good starting point. From there, you can filter down to a few select companies who you feel best suit your needs.
Important factors to consider: Reselling isn't a quick cash scheme; If you're new to the reseller hosting industry, select a provider that offers a bit of hand-holding. If they provide true reseller hosting services, they'll guide you through the basic fundamentals of managing a hosting business. Depending on your requirements, you'll probably want to start with a real reseller account as opposed to a wholesale/bulk hosting account. Will you be supporting your own clients? If not, check out providers that offer end user support.

Remember: Good planning is key. Don't rush toward the first provider that offers you everything but their kidney

Depends really on what the OP wants from his provider. Too often people sign up for a dirt cheap reseller hosting package NOT realizing whomever they choose is going to be THEIR upstream that they will have to rely on for support and basically everything else for THEIR clients.
I would advise to choose wisely! There are too many providers now and it honestly takes extra work and research when deciding. You can easily end up becoming a reseller of a reseller of a reseller. Thats a nasty chain and a long wait for support issues. Choose wisely!

Good information so far everyone has posted.
1. Plan and do your research as Simon says this isn't a quick cash scheme. Make sure you know who you are targeting by reselling before you start into the business.
2. Figure out your needs to run you reseller business, windows, linux, how you handle support, billing software, payment gateway, domain registration etc
3. Since you are starting out go with the smallest reseller plan and move up as your business grows. There is no need to get the biggest plan, if you choose your host right you should be able to upgrade for free when you need to. Make sure when you are searching for a host that you ask them if they charge to upgrade your account some do, some don't.

Only thing I would add is to document your process in selecting a host. Why? Well that same process you follow is what your potential customers will do. Why did you pick someone out? What are you going to do as a host (just starting out with zero rep) to attract customers and get them to select you?
Think about what your niche is going to be and who your customers are.

You want to add some value to someone elses service, deal with teh clients, billing, support etc ie. at some level "be" a webhost ? or you want to simply make some money selling/ofering hosting - in which case join an affiliate program.
Above all *PLAN* dont just start,
work out who your target customers are
why they will pick you (hint: being cheaper than X is not a good reason)
what you are goingto offer them
what your exit strategy is for when it doesnt make you a milionaire by thursday
how you're going to handle support
who's going to do the administration
what skill do you have or need to run a reseller operation
etc
etc
