Options - What are they?

So here is the basic scenario. I want to do some reselling. I don't initially forsee web hosting being the mainstay of my enterprise, that would more likely be the web design. But since clients I design for often want hosting, I figured it may be time to start investigating this. By basic questions are these:
1.) What would be the best solution initially? Should I simply resel someone's 5.95 plan for 7.00 or should I look to host a dedicated or virtual server and create my own plans? I want to initially keep any expenses for this at or less than $150/month.
2.) Depending upon the answer to number one, what would some of the most viable providers for the solution suggested be? I have read alot of posts on this forum, just looking for some overall opinions. I know this question could get ugly fast, but just looking for some ideas.
I appreciate all the input.

Start off as small as you can, no need to pay for resources you will not use. Start off with a reseller plan and upgrade when you need to.
Well it all boils down to your exact needs. Seems to me that you will be needing a starter plan, with a provider that has excellent support. Search for reviews on a company, contact their sales, search their community forum, etc. There is alot you can do to find out if you have the right provider.

1) Get a reseller account where you can create your own packages, it will give you the freedom of select what kind of packages do you want to offer to your customers. (with a VPS usually you have to manage it and take care of the administration)
2) There are many good hosts, just look for those fiting your needs, and research about them here.

That's what I was going to say (point 1). The main reason is this, and I tell a lot of people this, one of the most important to a web hosting start up is to focus on the business first. Don't worry about administration and security risks and backups when you start. Focus on the business. When you expand, then take care of the rest. Put your customers first, then worry about the server (let your host handle the server part)
My 2 cents ... hope I helped

You can sell hosting (as I believe you described) in a "hidden-affiliate" scheme where you resell shared packages from another host, but as mentioned by Jedito, starting with a reseller account will give you the kind of flexibility you need without the complications of an unmanaged VPS or dedicated server.
If you are looking for a solution that would really allow you to work on your designing services, you can choose a host that offers reseller plans with enduser support so when your clients have a technical issue with their hosting account, you don't have to worry about them (and thus allow you more time to focus on designing and gaining more customers).
