As disheartening as it may sounds, there is and there cannot be a "best windows reseller" provider.
If you're truly in a hurry, I suggest you take the hands on approach, for though it may seem time consuming, waiting for answers and recommendations in this thread might turn out to be even more so.
Create a list of hosts (20 or so), that provide what you want on paper, then research each of them as thouroughly as possible. Use as many sources of information as possible (http://www.webhostingtalk.com/search.php , google, other hosting forums, even hosting sites that collect reviews). Read the threads, praises and complaints carefully. Keep in mind that no hosting company is perfect, and that sometimes a complaint presents just one side of the story.
Contact the hosting companies and start a short conversation (by email). Ask questions that help you assess their knowledgeability.
Good luck! It's always needed.
PS. Don't Capitalize Every Word -- Unless You Want To Test The Hosts' Patience.

Very good points there. You will want to do extensive research with windows providers. There are quite a few out there, some good, some bad. Sort through the ones on your list and check reviews on them. You might be able to get some ideas here on WHT, and other review sites like hostreview, webhostdir, and WHReviews all these have pretty good hosts listed. You might want to check out the offers section of WHT to get some ideas for hosting providers that offer Windows based solutions. Good luck in your search!!

Have used Reyaltec dot com for a few years now.
Great products, great support, great company.
Very knowledgeabel and customer orientated which is rare, give the big UK companies a run for their money with that sort of service.
They have servers in the US and UK which is good depending on who you're targetting the site at.

Someone else asked it. I'll reply here too. Go for Jodohost. Superb support and servers. The server admins especially Stephen is a very good person and he helped me a lot fixing a website which was earlier refused support from likes of 1and1.com and goDaddy. They were gonna sell dedicated server plan to my client, which I with hours of help from Stephen, Prakash and Many other Jodo staff was able to setup on shared server.
My Tip: Look for a support forum with any host, that will give you an idea how good they are.

That's a decent tip, but one must also pay attention what's the host's declared aim with the forums. Some hosts have the forums there as a facility where customers can interact and help each other, especially with things that don't depend on the host, but not as a facility where support (especially for urgent matters) will be provided by the host itself.
