IP Address Question

Hi, If I goto the IP address : http://174.123.247.179 it redirects to this domain : http://xenforo.com and idea how I can do the same on my website : http://64.191.121.238 my IP address goes to the webpage http://64.191.121.238/cgi-sys/defaultwebpage.cgi then redirects to my domain after. Thanks for any help.

You would need to assign the ip address to the specified user.
