Hi, do you install PECL Upload Progess Library on your server? i just wonder if it waste a lot of system resource and unstable or unsafe. thanx

There shouldnt be such resource/safety issues. I have this installed on some servers running drupal sites but no related issues till now.

We use it on ours and it is fine. I install it globally, and if a user needs it, they just need to uncomment it in their custom php.ini. But it is a very popular PECL and you should support it.
