hello how are u I have a problem on the server there is always file name cgi-telnet How can I prevent this file to work on the server I have on my server modsec & sohsion can help me

Where is the file location and when it is executed? Do you find it under a specific users home directory? And do you face any problems when it is being executed?

If you dont offer cgi to your clients, then disable it. There are many ways to prevent it, just tweak your mod_sec and put secure permissions on your binaries.
