cpuinfo not showing right processor speed I believe

I have two hp servers with Dual-Core AMD Opteron(tm) Processor 2220
I am for sure they both have the same processors in the machines.
They are hp servers dl385. When doing cat /proc/cpuinfo on machine 1.
cpu MHz : 2800.000
Now on the second server the cat /proc/cpuinfo results in.
cpu MHz : 1000.000
I did some looking and I don't believe that speed processor is even
available in the HP servers. So why would it be incorrect and also
is there a way to fix this. Should I try a reinstall would that maybe
help?

Which linux OS they use? Did you check if they use different kernel versions? Try to install the latest kernel available with your linux distro. and see the difference again....

When the CPU is used less, the % frequency will drop to lower the power usage and is called Frequency scaling. You can turn it off from BIOS and will see the correct cpu MHz under /proc/cpuinfo.
You can check the actual cpu MHz using the command
OR
check the cpu information under the directory

I have centos. I have tried turning that off in the bios no change. I have reinstalled with both 32 and 64 bit and the cat /proc/cpuinfo shows the wrong thing.
If I do the dmesg that shows correctly here is the part after bringing up the cpu's i can see its 2.8 but the cat /proc/cpuinfo shows 1.0 very weird.
Brought up 4 CPUs
testing NMI watchdog ... OK.
time.c: Using 14.318180 MHz WALL HPET GTOD HPET timer.
time.c: Detected 2800.460 MHz processor.
when looking at the max freq under /sys/devices/system/cpu/
it also shows 2800000
So I guess there won't be any reduced performance I wouldn't think.
