IIS 7.0 on Windows 2008 403-Forbidden

Hey everyone, setting up IIS 7.0, is all configured and everything, but I am getting a HTTP 403 Forbidden message when I access a specific file. I have the IIS page: http://98.24.5.188/ but when I try to access something like http://98.24.5.188/panel it gives me the HTTP 403 message. Im not running on any panel right now, just straight file system... How can I fix this, and is there any ideas?

No offense, but why in the world would I want to get a book, when I can just have someone to tell me what the fix is, I have done hours of researching, and havent been able to find a fix yet...

403 errors generally mean a permissions issue, regardless of the platform.
I expect your permissions on the website files do not allow the IIS user access to them.

Because its related to fundamental concepts on how ntfs and web permissions work together. By asking the question the way you did reveals at least a need for a refresher on the subject which is beyond the scope of this forum. First thing is to Make sure the anonymous user has at least read permission on the folder
