If it's a uk domain you can contact Nominet and request them to release it. See http://mincer.net/move.html for some useful info. The IPS tag controls who pays the bill for the domain renewal. The name server records control where the website is hosted. If the IPS tag is FASTHOSTS it means that the domain is controlled by ukreg.com (an arm of Fasthosts): the ex-hosting company would have had (or has) an account with them. They're pretty good actually. Other possibilities are 123reg.co.uk. If you set yourself up with an account with 123reg or a similar outfit, and find out their IPS tag name, you can ask Nominet to change the tag to that. Then you can access the domain server info for yourself, and amend the name server records to point to the right place. For a us domain (eg .com) you need to contact the registrar (eg Network Solutions) -- a Whois will show you who the registrar is. To be fair to Fasthosts, although they rightfully come in for a lot of stick, in this case it really has to be up to you to get the domain name released and moved through the registrar: no company offering reseller accounts will take responsibility for their resellers. FH could be more helpful, tho, and ask you to fax written authorisation to them to amend the domain info...
