What are the reseller plans around with least ( less than $5 or $10 per month) initial cost ?

What do you mean by cheap reseller plan? Cheap to become a reseller? Cheap to purchase plans?
There is a lot more to reselling than the startup costs. Many hosting companies charge you to be a reseller, and you get nothing with that charge. Then you have to pay per account.
What are you really looking for?

Do note to get a reseller account with VO, one has to have at least a V3 plan which will cost you $16.95 per month. Just wanted to clarify this to seeker.

Right, I read the thread, but what does he mean?
Sure you can become a reseller for $5 or $10 at some places but that doesn't get you anything but the right to buy plans at a slight discount.
Other places you can start at $50 and get 10 or more hosting accounts you can sell right away.
There is more to the equation than getting in the business inexpensively. If you have to pay a lot for your resold plans then you aren't going to make any money.

If I could do it all over again i would get a server from efreeservers.com and work from there. When you start to pay per account it gets messy i think. Especially if you set up an account and 6 months later they do aa charge back, you get hit hard like that, but if you have a server with a set price each month it doesnt hurt as much....

I agree.
We started by reselling, and now we have our own servers. We still have some accounts from reselling which we pay for individually. We also pay for our servers.
I much prefer the flat fee for one server rather than a fee per account. Reconciling which charges relate to which accounts becomes a nightmare when it is more than just a few.
If I was to start reselling now, I wouldn't sign up for a plan like that. It seems cheaper to buy each plan one at a time when you sell one, but in the long run it just becomes a headache. Sure, you can start the business for just a few dollars a month, but you won't make much money, and you will be working like crazy just to keep everything straight.
The only way really do reselling well enough to make money and have a life is to purchase a true reseller account where you can setup your own accounts instantly. In this model, you prepurchase say 10 accounts, and whenever you get an order you use the reseller account to instantly setup your resold account. That way there is only 1 bill per 10 accounts, and you can setup and service your customers very quickly.
If your business grows beyond 10 clients , you can always buy another 10, or maybe even consider a dedicated server. It just depends on what you want to do, how fast your client base grows and your available capital.
