| Mod Bandwidth - This allows you to limit bandwidth for particular sites on the server.
Spamdconf - I believe this identifies spam, although someone correct me if I'm wrong.

| 1 - sounds like an apache module to monitor/throttle bandwidth.
2 - I'll assume is it a plugin that allows you to configure the 'spam' daemon.
You have a spam daemon?! Might want to check that out.
I would suggest putting each one in to google.

| Spamdconf is extended spamd configuration. It is spamd startup configuration editor. Once this is installed you can manage it from the cpanel plugin section at the bottom. ("Setup Spamd Startup Configuration")

| If you are using php5 then don't enable "Mod Bandwidth". Because post method in php5 applications will not work if you enable mod_bandwidth in your server.
