Configuring cPanel DNSonly for REVERSE DNS

It does not seem like it does it out of the box.
Any way to add a /24 to the DNS cluster (cPanel DNSonly) for reverse DNS?

Never done it but I'd think you'd add the zone like you would any other zone.
eg. 192.168.2.0/24
Domain Name: 2.168.192.in-addr.arpa.
just add ptr records for each host.

It is not to hard because DNSONLY is using bind/named.
What Xous said may work also, did not try it this way yet.
You will have to create a reverse named.conf.reverse and include it under named.conf to be loaded at restart. Also you will have to create a rule for your network IPs(acl) to let the server know what reverses to do for what IPs.
And in the end create the reverse file for your IP class and load it in the named.conf.reverse .
This is just a general idea about how it could be done i may end up writing an how-to about this when i get a bit of time but hope this helps for now as a start.

This sounds overly complex and incorrect, if this is an authoritive server for PTR records there are no additional config files, ACL's, or whatever necessary.
For example, for 1.2.3.0/24 create 3.2.1.in-addr.arpa. as a DNS zone and place your PTR records inside i.e.
4 IN PTR reverse-dns-entry.example.com.
1.2.3.4 would respond as reverse-dns-entry.example.com
It's very simple to accomplish.
