Crons Manage

Hello, Is there any software which would control cron jobs? I've a problem with cpu load where some customers are running more than enough of them at the same time. Is there any software which would be able to: If there are more than x crons running at the same time, put others in queue and execute after there are no more than x-1 are running? Hope you got my idea.

It is possible to specify the smallest intervals, I mean users won't be able to run crons every minute but every quarter, or ... but don't ask how as I don't remember!
