I have gone to their developer page, and have created seller and buyer account in the sandbox. I have an application created already and need to test it out emulating a buyer.

If this is PayPal, your billing system should have a Sandbox API It's basically https://www.sandbox.paypal.com/cgi-bin/webscr instead of the standard https://www.paypal.com/cgi-bin/webscr
